Can anybody answer how often a heat scan for a residential or comercial building has to be done as per CEC rule 2-300 to 2-327.is there any regulations governing this or is based on a good preventive maintenance program .

There is no rule in the CEC that requires infra-red scanning as a maintenance procedure.

It is, as you suggested, part of good preventive maintenance program.
